William F. "Bill" Skaggs, Jr., age 55, of Jackson, passed away Saturday, September 21, 2019, at Riverside Methodist Hospital in Columbus, Ohio following a brief illness.  He was born January 24, 1964 in Oak Hill, Ohio, son of the late William Franklin Skaggs, Sr. and Carolyn Denny Skaggs.  Bill attended Jackson High School with the class of 1983 and was a former employee of Poor Boy's Tires in Jackson for several years.  Bill was an outdoorsman who enjoyed fishing, shooting guns, racing and just being outside.  He is survived by half-brothers, Adam Skaggs of Chillicothe, James Skaggs of Jackson and Donald Denny of Oak Hill; along with several aunts, uncles, nieces, nephews and cousins, including special cousin, Joe Dearing of Jackson.  Besides his parents, Bill was preceded in death by his sister, Diane Watkins; and his step-mother, Karen Skaggs.  Calling hours will be Wednesday from 11 A.M. to 1 P.M. at the McWilliams Funeral Home in Wellston.  Funeral service will follow the calling hours at 1 P.M.  Burial will be in the Fairmount Cemetery in Jackson.  Online condolences can be sent to the family at www.mcwilliams-funeralhome.com
